CNC English test minimums
From CNC's English language requirements page. Scores are valid for two years from the test date and must still be valid on the first day of classes. Some programs set their own English requirements, and CNC can ask any applicant for an English assessment. The page lists CAEL at 60 with no subtest below 60, and Level IV English for Academic Purposes from a BC institution, or CNC's own ENLA EAP 3 level, as a non-test route.

Exemptions, and what Indian applicants should expect
You do not need a test if you completed three consecutive full-time years of secondary and/or post-secondary education taught in English in a country where English is the principal language, including the equivalent of BC Grade 12 with a C average. India is not on CNC's exempt list, nor are Pakistan or Nepal, so plan for a test. A C in BC English 12 or a Canadian post-secondary English course, or a C in GCSE/IGCSE Ordinary Level English, also meets the requirement; ESL courses do not count.

Study permit and PGWP: separate rules
CNC's scores decide admission only. IRCC sets no minimum English score for a study permit; any language condition is written into your letter of acceptance (see IELTS for a Canada study permit). The Post-Graduation Work Permit is a separate test again. IRCC's PGWP eligibility page asks for CLB 7 in all four skills if you graduate with a bachelor's, master's or doctoral degree or from any other university program, and CLB 5 for any other college, polytechnic or non-university program, so a bachelor's degree earned at a college still needs CLB 7. On IELTS General Training, CLB 7 is 6.0 in every skill and CLB 5 is Reading 4.0 and Writing, Listening and Speaking 5.0 (IRCC score table). The PGWP takes IELTS General Training, CELPIP-General or PTE Core, not IELTS Academic, and college programs also face a field-of-study rule if you applied for your study permit on or after 1 November 2024 (see IELTS for the PGWP).
